My brand new Meta Quest 3S, which I received as a gift, is not turning on. I haven’t used it even once. I tried charging it for 2 hours using the original Meta cable and adapter, but it doesn’t show any charging indicator light. I also attempted the suggested troubleshooting steps, such as holding the power button for 30 seconds and pressing both the power and volume down buttons, but nothing has worked so far.

let it on charge longer, maybe overnight.
If this doesn't work, you can try blip charge..... you might have to do that an hour or so, until a light comes up. Read the first comment from the link below, it explains what you must do.

If this also doesn't work bring/send the device back to where it was bought and get a working one.

Yeah, it took well over 6-8 hours to charge my new Quest 3 before I got a green light. After that, it now charges quickly.
