Meta/Oculus account locked for age verification - can't use 2FA or recovery codes

Hi everyone
I’m locked out of my Meta/Oculus account and nothing seems to work

I received an email from Meta asking me to verify my age
But the link does not take me to any upload form

I’m 26 years old (born May 26, 2000)
So there should be no issue with age

I tried on different browsers, devices, incognito, cleared cookies etc
Still stuck at login screen

When I try to get the 2FA code via SMS
It says: Too many code requests. Please try again later
But I never requested it before

When I enter my recovery codes
It says: Incorrect login code. The two-factor login code you entered is invalid

I checked the HAR file
And I see references to "birthday" and "age"
So I believe the account is blocked waiting for age verification

Problem is:

The Meta form to upload documents is broken
The help center does not let me proceed
Live chat is unavailable or useless

Has anyone solved this?
Is there another way to upload ID and restore access?
