An update doesn't mean you'll get all the new features immediately. They're always rolled out gradually.
The navigator, in particular, may take months to arrive.
This is stated in the rollout details.

I understand that an update doesn't mean all new features are immediately available, and that they are rolled out gradually, sometimes taking months for certain elements, such as the navigator, to fully arrive. I've noted that this is mentioned in the release details.
ToneBank123 basically no. If you do a basic internet search, you'll find that the navigator is being randomly rolled out to the PTC first.
Maybe you've overlooked that in the link i provided.... it's clearly stated there that not all user get it right now.
Navigator will begin rolling out as a limited test to some people on our Public Test Channel (PTC) with v77 and is expected to roll out gradually to all users over the coming months.
