Same exact problem. Have been having problems with PCVR / Link connection from the link app to my Quest 2, so I figured I'd reinstall the link app software... well....
Every time I try , I get stuck at 2.18 / 2.19 with 0 mbps/second download speed. Error in the install log is:

Yes, I tried disabling firewall and anti-virus. Yes I deleted all the usual folders. Yes - NOTHING WORKS! Once again, meta has completely messed up its software to the point where I don't even care about VR anymore. The 404 error in the log makes me think it's something on their end with a file that can't be downloaded or something stupid.
