I just purchased my Meta quest 3 for the first time and my experience was bad. Same thing, I want to install the app and it remains at 2.18GB/2.19GB. Now I won't be able to experience the VRs because I can't pair my right controller (S.O.S flashing light).
sos flashing light usually means you have to get a new controller, for mine it did that and no matter what i did it didnt fix it, a friend told me it meant some of the wires were messed up.
The problem is that my Quests were hardly ever used and are brand new. Impossible for them to have been screwed up without use.

Same problem here - had to reinstall my Windows 11 OS yesterday, and now I'm stuck at 2.18 out of 2.19 Gb in the Link installer for Windows & then get the same failure message as the rest of you here.
