You didn't use the latest installer from the Meta website, which is now called "setup.exe", not "OculusSetup.exe."

Oh, I’ve noticed the issue you mentioned. Every time I reinstall it, I download the new installation package from the official website, yet this page still pops up. The installation package works perfectly fine on my laptop, but on my desktop, it just shows the screen like the screenshot above and won’t function properly. I have no idea what to do now.

Try running Client.exe from the Oculus folder like NomadsAnIsland suggested. There was an issue with the installer a few weeks ago (which has been fixed). The workarounds are detailed here, so try the official fix as well.

If the above doesn't fix your issue, I wonder if it might be a Native SSO issue in your browser, blocking the pop-up screen data in Link. Disabling any content blockers on your PC might help.

Launch the Client.exe in the \Oculus\Support\oculus-client folder.
Let it download and install the latest update which should fix the problem.
