Permissions and Refunds!

Evening!

Please help..

Brother got Quest 3s for Xmas he is 13yrs in Australia. Now first issue as I (18+) am the parental guardian and have created a Meta Account and downloaded the Horizons app to allow permissions on certain games.

One in particular is Bonelabs, we had trouble with no option to send a purchase request to me as the guardian. So I gifted it. He received the code and still had to send a request to allow access. But no option to ask to send access. Figured out to go into apps searched Bonelabs and I could allow access, Nope! Notification pops up that I cannot allow access to persons under the age of 18yrs as it is age restricted in our region. 

Well we have decided to get a refund with no luck with no option under my purchase on the Horizon app 3 dots give me nothing but details no refund options and Meta website says it cant find any purchases on my account to place a refund, my little brother technically cannot refund it as he hasn't been able to even accept the code cause of the age restriction, I cant even seem to submit anything to support cause it takes me in loops saying I havnt purchased it.

If anyone can help we would appreciate it, I can normally figure this out but this is past me now and hope that some of the above made any sense.
