Meta Horizon Link has been updated to version 201.0.0.73.547, but the developers are doing nothing to help those experiencing problems, as the issue persists.
Strange, I just got a Link update, but it is v85.0.0.239.552. Are you on the PTC?
Edit: actually, I just did some testing and I'm also getting the same OVR53744741 error when trying to add a game that is already installed on my PC (in a non-library location) to the Link library. I can, however, run the game from a Windows shortcut over Link/AirLink.
Once you have connected your PC and opened the Link dash, you can actually launch PCVR games using a Windows shortcut on the desktop, or even just running the game's exe file from its folder (as long as you are physically near your PC so you can reach your mouse and keyboard). You could probably also launch games from the Remote Desktop if you are far from your PC. You don't actually need to launch the game from the Link library, it's just a bit more convenient using the library 🙂.
I am sorry to hear that you all have been experiencing problems with not being able to add games to your library and getting the OVR53744741 error. I have created an internal task for this issue, but I need more information to try and reproduce the issue on my end. Is the problem occurring on the PC once you update from v85.0.0.239.552 to v201? @steve_40 how were you able to reproduce the issue?

Yes, the problem arises when adding the game's executable file to the Library using the Meta Horizon Link application on my computer.
I noticed the problem persists even after activating the PTC (Public Test Channel). Therefore, in any case, the issue is related to adding the game's executable file to the Library using the Meta Horizon Link application on the computer.
manny.prerelease68​ I'm still on v85.0.0.239.552 and don't use the PTC, so I don't have the v201 Link update yet.
I reproduced the issue by:
select Library tab in the Link PC app.
click "+" just under the Filters control (top right of the screen)
click "App not listed? Add it here"
this opens a file manager window where I can navigate to the game's executable file and select it
select the executable file of a VR game
this causes the OVR53744741 error to appear
Note that adding the game's folder location to the "General>Library location" setting in Link does not fix the issue. That folder location is the default location where Link downloads games purchased from the Meta Store. In this case, however, we are trying to add games from "unknown sources" that have VR compatibility but were acquired from other sources, such as Steam, GOG, user-created mods, etc.
