Quest 1 fails to setup past Oculus Safety screen

Question

Meta Horizon app fails to progress the setup of a factory reset Quest 1 headset past the Oculus Safety video. There is no way to bypass this stage. Video plays in an endless loop and BLUE button to continue does not appear.

Headset displays message: Update 1 of 2 complete. Please continue in the Meta Quest app.

Meta Horizon app version 349.2.0.46.104

You could have searched the forums for the answer. Use an iPhone, or if on Android, download an older version of the Meta Horizon app.
