Is anyone having this issue?
When on the stock browser if I turn screen off then on, the display goes way over exposed/washed out/extremely bright?
It seems to only be related to the browser as once closing it, or even minimizing and restoring the browser app window it goes back to normal.
Tyr this: in Settings, under "Display & brightness", disable "Adaptive Lighting".

Is it a known issue? I don't mind waiting for a firmware update, but I'm worrying it's only my device as I can't find anyone else online having the same issue?
It's not happening on my Q3, but I'm on v79.1027. In your Browser, try clicking the three dots (...) and select "Clear browser data".
