Normally, Quest cash isn't refundable.... you can try it with the link steve_40​ provided, though. Maybe you are lucky.

Me personally, would not spend time doing that...... the money is not lost, the Quest cash is in your wallet , it won't expire, so.....

..... I would do it like Maccyb123​ did and spend it later.
