Security Gift Problem

Hello, i would like to wonder why i cant get gifted stuff. I won a game and the host owes me 15 quest cash. Hes trying to gift me it, but it doesnt work. For other people, it does work. I would like a response RELATED to this as i genuinely need help.

recipient cannot redeem this gift

    Is it possible that you have a child account(10-12)?

    These accounts don't have a wallet and can't receive Quest cash.
