Being stuck on the boot menu is no good. Let us try and help you with this. As you've made it to the USB update mod can we have a suspicion that you're attempting a factory reset? But as you've stated you can't select the factory reset option in the boot menu.
We have something for you to try here, it's called the Software Update Tool to use it you will require a connection to your PC with your USB cable. I understand that USB connectivity is currently an issue but go ahead and try anyway. The link will explain the process in easy to follow steps.

tried "software update tool" got an error "Connection failed
Cannot connect with ADB! Make sure device has enabled ADB access", i believe adb drivers on pc side are up to date, but just in case i reinstalled https://developers.meta.com/horizon/downloads/package/oculus-adb-drivers/ , same problem persists

Your Quest 2 being stuck in a boot loop after the v79 update is definitely not the experience we want you to have and we also understand that this affects your ability to use your device so we want to get this resolved for you.
We appreciate the steps you've already taken with using Meta's Software Update Tool and we would now recommend a factory reset of your device.
Here are some important things to know before you proceed with a factory reset:
- Performing a factory reset is irreversible and will remove all account information, downloaded games and content from your Meta Quest.
- It won't remove content you've purchased or downloaded from your account.
- Turning on cloud backup allows you to save your device's app data and settings before you erase it.
- Ensure that your headset has at least 50% battery life before performing a factory reset.How to factory reset your Meta Quest:
1. Turn off your headset.
2. Hold the power and volume (-) buttons on your headset down simultaneously until the boot screen has loaded on your headset.
3. Use the volume buttons on your headset to highlight Factory Reset and press the power button.
4. Use the volume buttons on your headset to highlight Yes and press the power button.
If your Quest 2 is still stuck in a boot loop after the factory reset, please let us know so we can look into the other options we have.
