Teen account

My kids just got a Quest 3 for Christmas, and I have setup my account and a account for my 10-year-old without an issue.  I am having a problem creating an account for my soon to be 15-year-old.  I have sent a invite to their phone.  When they try to create a Meta account get the following error "Something went wrong - You're unable to create an account based on the information you have provided".

We had tried all options but still unable to create the account.  The biggest issue we have is that we live in Australia and we have the new law that stops under 16 having a social media account so how do i get an account that i can supervise without creating a false account that allows them to have access to apps that i don't want them to?? 

Any help would be wonderful as they are wanting to use it

    I just went through setting up a Q3 for my 12yo who already had a profile set up on my own Q3 and had the same error when trying to add her profile to the new headset from inside the headset itself, or using the phone app. I think it may have actually added the profile to the headset despite the error (put the new headset on and check).

    But what I then did was to choose the "invite" option in the phone app and sent the invite to my own email address. Then I opened the email on my PC and clicked the link. It took me to a web page where I was able to add her profile with no problem. Then I put on her headset and clicked her profile, and had it gave me another code that needed to be use, and I had to use the browser on my PC to go to "auth.meta.com/device" (if I remember correctly) and add her headset on that page.

    Then when I put on her headset again, there were two duplicate profiles for her!!! (I think this happened because, as stated earlier, the phone app may have added her account even though it said something went wrong?). So I removed one of the duplicate profiles, but it actually removed both of them!!! So I then had to add her profile all over again, this time I only used the "invite" email link method. And it worked. Phew.
