Unable to change child's aget in family center

I'm trying to change my child's date ofr birth and it just keeps saying: "There was a problem with this request. We're working on getting it fixed as soon as we can.". I have already tried logging out and back in and I'm doing this from browsers on a desktop. I posted the response codes below.

While we are on the topic, the family center is a disaster. For one, I don't know why you have to relinquish control of a child at 13. With everything going on, a 13 year old should probably still have parental controls in place if they choose. The workflow through the whole family center for purchasing, setting up, sharing purchases, and teen accounts is just confusing.
