I am also having this issue. Did you get a solution? Extremely frustrating. I have reset the device numerous times and it’s still the same!

I did the factory reset but before I logged on to the device I set up my account and child account again. Then I added the child’s profile to the device first and it worked. I then added my profile.

That did work for me except that now I can’t share my horizon plus games with him because I’m not the device owner, he is. This is super frustrating and I’m gonna have a pissed off kid when I have to return this thing because I can’t use parental settings.
