Unable to use Oculus Quest after factory reset.
Recently came back to my Oculus Quest after a long period of not using it and did a factory reset after it refused to let me log into my account. After resetting the device I am unable to clear the setup and therefore can not use my device AT ALL. I first tried using the Meta Horizon app on my phone. This got stuck at the health and safety screen and the setup would not progress any longer. I did some research and saw people recommending to install an older version of the app and clear the setup that way. I tried installing it on my phone (unsupported for my device), then installed it on my older phone but it wouldn't let me log into the app because the app version isn't supported. I then tried creating an Oculus Developer account and using the meta horizon developer hub to clear the setup from my laptop. This got partway through the setup and then got stuck trying to reconnect to the device for multiple hours.
As of now my device is still a complete brick and I am at a loss as to how to continue. Any recommendations or work-arounds appreciated.

jkattackk you've done a heroic job of troubleshooting the problem despite meta's best attempts to stop you. The only thing I can suggest is using slightly more recent 'old' APKs on the old phone, or try this method below to get older APKs running on your newer phone. It sounds like a lot of trial and error, but hopefully you'll come across a working combo.
