Looks like v78.1028 has been withdrawn. It no longer shows on the website release notes page and my Quest 2 headset says my software is up to date at v78.1027.
That's one way to fix the update loop problem I suppose.
Unfortunately that still leaves me stuck with the problem of no access to Unknown Sources in Navigator, the forever shutdown bug and the annoying random IPD popup.
These bugs are serious experience killers and using the Quest 2 is no longer a fun experience.
Withdrawn or fixed because I was also stuck on the update v78.1028 loop and the update was 165mb. Later tonight I decided to try again and then I was offered the same v78.1028 but this time it was 105mb....so I installed, rebooted and boom I'm still on v78.1028 but this time no more loop. It's says no new update ...finally.

v78.1027 and v78.1028 were never published on the release notes page.
I've just successfully installed the 105Mb version of the update, and it says my Quest 3 is "up to date" but it also shows that I am still on v78.1027 (not v78.1028)!
