Did you happen to try the Meta updated tool from the PC? l updated my Quest 3 and now it stopped displaying the Universal menu, I can only launch apps from my phone.
Woah, that doesn't sound good. There are several ways to launch the menu, such as using hand tracking and pointing your right hand towards your face and pinching your fingers together, or using the wrist Meta button that can be enabled in the advanced settings. Have you tried any of those methods? Could it be an issue with the Meta button on your controller? Have you tried swapping the Meta button to the left controller, there's an option to do so under Settings->Devices->Controllers. That might help determine if it is a controller problem.

I got it fixed, thank God lol I just got this Quest 3 off eBay for 130$ that was for parts but it's a firmware issue from the last update! To perm fix it yourself you need root access to your quest to fully adb firmware! Or here's a temp fix that you must do every time you reset your quest. Pretty simple, first you must enable developer mode on the quest and then send ADB commands from a PC or a Android device. If you have a Android phone download Bugjaeger or Sidequest, connect to your quest and execute this ADB shell pm clear com.oculus.vrshell and magically your menu is back. If you need more info just Google how to send ADB commands from whatever device you will be ADB from such as windows/mac/andriod
