Accessing deceased brother disabled Meta Account

Hi everyone, I’m hoping someone can help or point me in the right direction. My brother passed away last May. Before he passed, he bought his son an Oculus, and they spent a lot of time playing games together on it. My nephew really wants to use it again because it helps him feel close to his dad. I have my brother’s phone with his Meta account on it, but the account was disabled, and I can’t submit an appeal because I don’t have the password. I’ve tried contacting Meta, but I keep hitting dead ends. If anyone has experience recovering a Meta/Oculus account after a loved one has passed or knows how to reach real support, I’d truly appreciate it. Thank you.

    If recovering the account/games isn't possible, there is still the option of factory resetting the Quest, creating a new account and set up the Quest with that account, so your nephew can use it again.... but he won't have access to any of the gamrs from the old account then.
