Black screen when connecting quest 2 to pc

Pcvr used to work flawlessly. only thing that changed in the meanwhile is i went from an rtx 4060 to rx 9070xt. i used ddu to delete all 4060 drivers when i swapped gpus. ive tried about everything i could think of. i just cant make it work. air link and normal link both give the black screen. the only things out of ordinary i could find is that i can still open the quest menu when im in the black screen and it says im in the desktop application but i just see black. No audio either so not just display. OVRLibraryService never is runing and when i try to start it i get an error code 18. When i try to run oculus debug tool i get: "Unable to connect to service. NotFound: Server endpoint not found. Error code: -3003"

ive tried:

• DDU clean uninstall of Nvidia drivers, fresh AMD driver install

• Set OVRServer_x64.exe to Power Saving mode in Windows Graphics Settings (it correctly shows AMD RX 9070 XT)

• Disabled AMD in-game overlay in Radeon Software

• Disabled Hardware Accelerated GPU Scheduling (was already off)

• Tried both Cable Link and Air Link — both black screen

• Complete uninstall of Meta app including all leftover folders (Oculus, Meta Horizon, MetaXR) and registry keys

• Fresh reinstall of Meta Horizon app

• Manually started OVRServer_x64.exe via CMD

• Tried SteamVR — error 1000 can't connect to Oculus

• Tried starting OVRLibraryService manually in services.msc — fails with error code 18

• Checked Event Viewer — no relevant errors found

• Connected headset to WiFi

• Win+P display switching trick

• All drivers are up to date aswell.

• Casting to chrome: loads and then instantly says casting closed.

• Switching usb port

• Checking usb connection in the meta app, no problems found.

• Deleting and pairing my headset a few times.

• Starting a vr game, "SteamVR cannot connect to the Oculus application. Make sure you have the latest version installed" — error code (1000)"SteamVR has encountered an error. Check your user permissions on this computer" — error code (200) These were the errors i got.

i have alot of files that are important to me so im debating if reinstalling windows is worth it. it might just be my last option at this point. please help!

    OVRLibraryService never is runing

    That's normal.

    Try disabling Asynchronous Spacewarp:

    • Open OculusDebugTool (C:\Program Files\Meta Horizon\Support\oculus-diagnostics\OculusDebugTool.exe) and disable "(PC) Asynchronous Spacewarp"
    • In the top menu, "Service>Restart Oculus Service".
    • Wait for the Horizon Link PC app to close and restart (it takes a minute or two).
    • Then see if that fixes the black screen issue.

    Other things to try:

    In Windows, go to:

    Settings>System>Display>Graphics

    Turn OFF:

    • Optimizations for windowed games
    • Variable refresh rate

    Then go to:

    Display>Advanced display

    • Turn Dynamic refresh rate OFF

Also, try disabling G-Sync / FreeSync

Also, try connecting to your PC using SteamLink and see if that's working.

Majority of these settings were already turned off. Everything except for windowed optimizations. Ive tried all of this and more and still get a black screen. i have even factory reset my pc. Steamlink works fine though.
