You might need to reboot your PC or pair the Link app with the headset again. This happened to me once after a PCVR game crashed while playing.

We understand you are encountering issues with your PC not detecting your Quest 3 when using cable Link. To resolve this issue we recommend the following steps:
- Restart your headset and computer.
- Update your Meta Quest software and drivers.
- Disable any firewall or antivirus software that may interfere with your Link connection.
- Uninstall and reinstall the Meta Quest Link app on your computer.
- Log out of the Meta Quest Link app and log back in.
- If you're using Link, make sure that Air Link is turned off.

I've just found a better fix that doesn't require restarting your PC. On your PC press CTRL+SHIFT+ESC to open the Task Manager. Click on SERVICES in the left panel. Find "OVRService (Oculus VR Runtime Service)". Right-click and select "Stop". After the service has stopped, right-click it again and select "Start". The QuestLink app will reopen by itself and the headset should now be able to connect to the PC.
