Did you reboot the PC after installation.
Make sure the Windows service 'QWAVE' is enabled and running.
Try turning off your firewall to see if it might be blocking connections.
If you use third-party antivirus, make sure it isn't blocking the connection.
If your computer has an integrated graphics card plus a separate gaming GPU, disable the integrated graphics card.
There are some third-party tools from motherboard manufacturers etc that can also block the connection, but I can't remember which ones.
