im use a oculus quest 1 . when the headset paired i connected to wifi and my 2 controler are linked but in the headset they told me to finish configuration on meta horizon app .i see on the headset on top : 1 update on 2 completed .please finish configuration on meta horizon app .please help i cant use my oculus anymore

You'll need an older version of the Horizon app..... the setup of the Quest 1 doesn't work with the latest version.
The solution in the follwing link describes what you must do and includes a link to an older version.
Maybe you have to try various versions. If you use the forum search, you'll find other version numbers which worked for users.
