My controllers wouldn’t pair and I did a factory reset, now it’s telling me to remove the tags that were already removed? So I tried to use my warranty but it’s telling me to pair my vr to meta ( it removed itself for some reason ) and I can’t do that since the controllers won’t pair.

You must wait a bit.... after some time(a few minutes) the "pull tags" screen will go away and it'll say "no controllers found".
Now you can manually pair them with steps decribed in the link.
