I'm having the same problem. Everything was working fine until recently, I changed nothing.
I found a temporary workaround.
Before starting link, disconnect your PC from the internet. Then launch oculus link, should load right up, the reconnect your PC to the internet. This will work up until you need to unplug your headset.
This is a workaround that works for me personally give it a shot may work for you too.
I just tried this and it worked. Obviously they broke something with the recent update but for now this work around works
Last update was on Dec. 16th unless you got an early version as they roll them out differently to users. I am still on the old software and still have the issue. It has something to do with their network. They probably fired too many people who maintain it.
Yes, definitely network related. OculusDash.exe is doing some sort of network call that makes things hang. When it is not allowed to reach the internet, all is well
HALF work around, I can connect and use the Meta Link Dashboard, but no matter what VR game you run, it's not detecting the VR headset as CONNECTED, so ... it's useless.
You're a genius. I was in a chat session with support when I read this and I tried it, it works. I let them know as well and they are going to use this as a workaround until they figure out the problem.

I have restarted the headset and PC, repaired the Horizon app, logged out and back into the Horizon app, restarted the OVR service and I still can't get it to work.

I'm not sure it will work forever this way but at least it seems to work well enough to play Il2 BOS. But what a pain to disconnect internet entirely just to get this to work!
At least I now know I did not do anything. Gees I thought quest 3 was more mature of a technology but lately a very (very) bad experience overall :(
Dude, the same thing happened to me, but I didn't get an error message; it just wouldn't continue loading. I just disconnected my network and it worked immediately. This should be fixed soon.
Thanks Katzup! That works for me. I was able to narrow the problem down to OculusDash.exe If I block this executable from connecting to the internet in Windows Defender Firewall, I can keep my internet connection on while launching Oculus Link with no issues.
Let's hope Meta can fix this exe or whatever web resource might be at fault

My Quest 2 headset wasn't connecting to the Meta Horizon Link in my computer, but after turning off Wi-Fi on my computer, it connected successfully between Quest 2 and Meta Horizon Link via USB Cable.

(I've been trying to resolve this issue with ChatGPT for two days and haven't been able to. ChatGPT told me there's a problem with the Meta Horizon Link Program itself, and wait to update the next version without giving me any solution !!!)
