Issue with giving vr quest 2 as gift

I gave my quest 2 to a family member in philipines.

They have factory reset twice.

 i cannot delete from my profile

 when they try parent to it and setup horizons the device is not visible.

They are on wifi and bluetooth.

The only  thing it can be is its still under my ownership on a meta platform.

Can someone help me delete this so they can pick it up
