It wont let me passed permissions

I just got my quest 3 the other day, but i haven't been able to use it as the Horizon app tells me I haven't given it all the permissions needed. I've given it every permission, cleared cache AND data, uninstalleled and reinstalled, and still nothing. I even tried changing profiles. If someone could help me that would be great.

    You have given every permission to the app...... but have you also in your phone settings bluetooth and location turned on?
