Locked out of VR

I'm having some serious issues with meta horizon. Upon trying to start my oculus after some time of not using it, it's requesting a code from my meta horizon account to be able to use it. Now I can't get this code because I cannot log into my meta account. I have the email, I have the password, but when I try to log in it says it's sending a code to my phone number (which is the correct number) but the code never comes. I've tried on multiple devices, I've waited, I have pressed to send more codes, I've checked my spam filter, I've checked that I haven't blocked the number, but nothing. I can't contact support either because you need to be logged into an account connected to a device, which I can't, and when I try to input my serial number for the quest 2 it just says it's invalid. The only place I'm still logged into the meta horizon account is on the desktop app, but the only helpful thing I can see from there is the device serial number (the one it says is invalid)

I don't want to factory reset because while that will get me access to the quest if I use a different account, I still won't be able to access my account with my games.
