Im having issues, every other time I open the app on my pc, it detect that my rift is connected in USB 2.0 not 3.0 port. Then I would restart the app, and it would be be fine.
I have a brand new PC I just build a month, with only 2 games on it.
Try to repair the app or update your USB drivers, or just stick with how it is if it's a meta issue.

if you go to the setup.exe for the app and open it there will be an option to repair it, if you dont have the exe then search up meta horizon link download and download it from meta
