I'm having the same issue, already got in contact with support, but none of what they gave me worked, i'm trying to get in contact again to see if it is possible to rollback to an update before "Meta quest link" was a thing
I was like you and tried a lot of things the only thing that worked was ;
Hit Start, type Services. In Services, scroll to Quality Windows Audio Video Experience. If the service says Disabled, right-click, Properties. Set the dropdown to Manual. Click ok. Try starting the service. Start Oculus again.
If QWAVE is ok, look at the timestamped service log, e.g. %localappdata%\oculus\Service_2024-05-10_19.35.10.txt for clues. Usually there will be some error toward the end that comes up just before everything start shutting down.
another thing which I though was the culprit is the windows redistributable that meta app installs.

now ive been using this for years and this is the first time ive come across this issue normally its just my headset not picking up my computer to be able to link but not being able to open the app entirely is new to me. only major change thats happened is ive built a new pc and brought the drives over. and that ive made a new windows user but i didnt think it would cause this much of an issue.

I got the posted error during install / repair because I set the below to disabled trying to resolve other issues.
Attention META: The reason people are setting up this service [Quality Windows Audio Video Experience] to disabled is, that everyone is trying to resolve the Mysterious [Oculus VR Library Service]. It shows up in Event Viewer as a problem. Then, when people try to start it (thinking it's supposed to be started) do whatever it takes to turn it on, like disabling the Quality Audio service..
We need straight answers.
1.) Does [Oculus VR Library Service] need to be started, because it will not?
2.) Should it be set to Manual or Automatic?
Enabling [Quality Windows Audio Video Experience] service again solved my issue of reinstalling/repairing Oculus.
