    I had the same problem. Make sure your location is turned on from the swipe down panel.

i also cannot connect devices..cannot enter that code to meta app..dont know where is that..i press pairing and everything is on and i mean everything locatiob,bluetooth,.....still nagging to me about location and goes straight to settings by itself..im already thinking to sell this crap back.. 

meta horizon is the app but telling me about oculus...wtf????
