I used to be able to play on my VR with a link cable perfectly fine, but I recently got a new computer, and it doesn't work. I checked the requirements and my PC meets them without question, but whenever I try to connect the headset, my computer gives me messages like "Meta Quest Link isn't working correctly. Click here to check our support article." I checked that article, but nothing seemed to help. The Quest program on my computer shows that my headset is connected and ready to launch, and so does my headset, but when I launch it through the link cable, it just doesn't load, and it stays on a black screen. I've also tried connecting my headset through a USB hub instead of the actual computer to connect it through USB 3, but it still doesn't work.

We are using organization-managed laptops that are fully secured with Zscaler, endpoint protection, and strict Group Policies. As part of our VR/AR POC using Meta Quest 3, we attempted to install the Oculus Setup application downloaded from the official Meta website. During installation, we encountered multiple issues. Even after whitelisting meta.com, Zscaler continues to block the installation process. To proceed, we disabled Zscaler temporarily and attempted the installation using an admin account. The installer starts and downloads components but fails at the final stage with the message: Installation failed – please contact Quest Support.
We analyzed the Oculus installation logs and found that the setup is rolling back and deleting files due to an exception. The log shows the error: System.Security.AccessControl.PrivilegeNotHeldException: The process does not possess the 'SeSecurityPrivilege' privilege which is required for this operation. This indicates that certain security privileges required by the installer are restricted by our organization’s Group Policies and endpoint protection rules.
We shared the issue with our IT team, and their findings confirm that OculusSetup.exe performs security-sensitive operations. These include running a WMI query (SELECT * FROM AntivirusProduct), accessing the registry path SOFTWARE\Microsoft\Windows NT\CurrentVersion, and checking local group memberships. These actions triggered security detections such as Reflective Code Loading and Account Discovery. IT also confirmed that the installer is not digitally signed, which causes the endpoint security policies to block the process and roll back the installation. This appears to be the main blocker.
The installation works successfully on personal laptops, which confirms that the issue is specific to our secured corporate devices. To proceed, we request support from Meta to provide the full list of domains, URLs, redirects, and CDN paths that need to be whitelisted for Oculus Setup to install correctly. We also request clarification on the root cause of the SeSecurityPrivilege error, why the installer triggers reflective code loading alerts, and whether a digitally signed version of OculusSetup.exe is available.
Additionally, we need guidance on the required Group Policy exceptions, endpoint security exclusions, and system privileges needed to complete the installation on enterprise laptops. We have attached both the Oculus installation logs and the system security logs for review. We kindly request Meta’s assistance in helping us identify the necessary whitelisting, policy exceptions, and installation prerequisites to proceed with this VR/AR POC.
Okay, had this issue, nothing seemed to work and I finally figured it out. I don't know why the accepted answer is the one it is because it wasn't very helpful.
My problem was twofold:
My link cable was bad, and I did get a new one today. This was not a complete fix.
I needed to do a software update. The in-headset one never works, so do this one: https://www.meta.com/help/quest/software_update/. Note this is not compatible with Firefox for whatever reason. I wasn't able to complete this yesterday because my old link cable was intermittently causing issues and it stalled at 10%. Thankfully, it didn't brick my headset when it couldn't complete.
There's still some spotty issues for some reason; stuff starts lagging when going into Oculus/SteamVR's menus, or SteamVR fluctuates (this is a brand new beast of a laptop so it's not my specs), but I was at least able to play Beat Saber for a bit.
I've been fighting with them since February, I have over 100 emails in conversation. Last year I worked as a VR simulator exhibitor, this year unfortunately I can't, I lost my summer job because of them. I think the reason is that we buy this crap games for the glasses, and not from others, it's a huge money for them, but in relation and failure.
same issue both meta 2 and meta 3, ryzen9 rtx4070 64gb ram, Pc def exceeds spec, been fighting this issue for literally years, how is this still an issue at this point, How can a 3rd part app like Virtual Desktop work extremely well but the folks who built the device cant make a wired option that works? quite frustrating to be honest
Ive been dealing with this BS since ive owned these devices, I have both a Quest 2 and a Quest 3, The fact that these devices have been out for a decade and they still don't have a solution just tells me they really dont give a **bleep** about pcvr and stand alone is their only concern, I've followed every step, I've dumped drivers, I've cleared cashe, I've uninstalled reinstalled...... blah blah blah blah, Its a sad state of affairs when 3rd party connections work better and more reliable than what comes with the system, there just is no 3rd party "wired" option due to the fact that you MUST use the link app on the PC side to communicate with the headset..... As far as PCVR is concerned these devices are hot garbage.... Time to invest in something else!

This new software is defective, you have to write a collective complaint, or sue in court. I work with VR in UE5, and it complicates my earnings a lot.
