BAD NEWS ... FALSE FLAG ... The problem was NOT FIXED ... The DebugTool for some reason on v85 now it needs that you RESTART de Oculus Service in the top menu, in order to update the value that you put in the "Enconde Bitrate" field. Even tho the DebugTool app version (visible on "about" option menu) still on v83 after you update to the beta v85. In ALL previews version, on DebugTool you just type the Encode Bitrate value and press ENTER, and that already update in realtime the bitrate to the new value. So, I thoght that after updaing to v85 it's the same, so I've enter a new value like 900 mbits, and press enter, thinking that was already updated to that value, I see no sttuter and I thought the problem was fixed, but nope, the new value was not updated, you now must restart the service and that will update to the new value, so... Then I've notice that the problem at a higher bitrate (anything above around 550) create the drop fps to about 30fps (constant, without stutter) in the dashboard and any app or game. So, No problem fixed yet.
