Meta Quest 3 128Gb headset wasn't charging well, thought port might be at fault. Took to tech shop who returned it saying they couldn't fix it due to 'software issue'. Tried it at home and could see Meta logo, connected to charging cable and logo vanished. Now seems dead.

It's charged OK but nothing appears.
If it is a software issue, as the tech shop said, maybe the Meta update tool can help
or update the Quest with steps described in the video below

Headset won't power off. I let it run out of juice, and found the button does power off while charging, but this doesn't seem to go anywhere when I try to update. All I get is the Meta logo and then a grey limbo till the charge runs out.

Golf+ isn't saved to Cloud. After the reset, does this mean I'll have to reinstall it in some way? Would all my stats disappear?

Yes, you have to reinstall the game..... regardless if it's cloud saved or not.
After a factory reset your Quest is as empty as it comes out of the box. You have to setup the headset like you did as you first started it.

All what's only saved on the headset will disappear.
I don't know, if some of the data is saved on golf + servers?
There are leaderboards.... you won't lose your rank on that board because you are doing a factory reset.... I think.
But I don't want tell you something wrong..... I'm not sure about that.🤷♀️
Btw. there are some other users who have issues with Golf +
