Hi guys, just looked at this issue, from what I can see the system tells the device what type of connection it gets. Using an app called USB Tree Viewer I was able to start the app in administrative mode, find the host controller the Oculus device was on unplug the Oculus device and restart the host controller. Once I had restarted the controller I then plugged the Oculus device back in to see that the device was on a USB 3 port ( ss - super speed ) and then restarted the Oculus software and then my Oculus software could tell it was using a ss port and worked properly again. I know it's not a fix as such but, more of a workaround. Try the method and see what results you get. Ha! I thought it would drive me bananas.
Quest 2 with link, B550M motherboard using USB GEN 3.2 standard connector. Each time I would boot up the PC oculus would identify the connection as USB 2 (red), after disconnecting and reconnecting the cable (if I was lucky) it would show up as USB 3 (green).
As instructed, I installed the USB Device Tree Viewer software and I saw that after restart the oculus port occupied was 6 but defined as max superspeed and min highspeed. After disconnecting and re connecting the link cable oculus USB port moved from 6 to 2 (all this time oculus software is showing a USB 2 connection), then I disconnected the link, restarted port (2) and reconnected the link, it now shows oculus port 2 as superspeed max and min.
After that so far the oculus port always shows up at port 2, restart, shutdown, connect link, disconnect link, power down headset, power up headset, come rain or come shine oculus shows a solid USB 3 green connection.
