Note this fix will require you to factory reset your quest device. So either make a backup, or you'll have to redownload everything. Also another note, anything not saved to the cloud will be lost unless you do a backup.
1. Unpair your controllers using Meta Horizon.
2. Factory reset the controllers. The process is as follows. Turn the controllers off. Press and hold the settings button and X button for the left and meta button and A button for the right. They will start pulsing red and white. Release the settings/meta button but continue to hold X/A until they do a fast red and white flashing and then the lights stop. You can then let go of X/A. Wait 120 seconds and turn the controllers off.
3. Factory reset your quest device by shutting it down then holding power + volume down, and cycling to the reset option.
4. Turn on and pair the controllers during the setup process (might have to wait a few minutes to be promoted to manually pair them.) Then finish setup and connect to wifi. (Note stop after you connect to WiFi and get connected to the meta horizons app. DO NOT CONTINUE WHEN YOU SEE THE "WELCOME BUBBLE") Just leave the headset with this welcome bubble.
5. Download the Meta Quest Developer Hub (MQDH), and sign in through your Meta account. You must have a developer account. It's easy and only requires you to create an organization name and enable two factor authentication.
6. With MQDH open physically connect your headset to MQDH and allow access (should see a prompt in the headset to allow access when you plug it in.) Make sure it is active in device manager portion of MQDH. Leave headset connected.
7. In the device manager, go to device settings (cog on the far right where it shows your quest device) scroll down and enable PTC.
8. Unpair your controllers in Meta Horizon.
9. In MQDH device manager, open the device logs window. It is the third button to the left of the settings cog.
10. Pair controllers in Meta Horizon.
