I got it working again, but I do not know if it will last since it is a very intermittent problem.
I have gone through two USB cables. One recommended from a Youtuber which did work for a couple days or so and then the official Meta cable.
In no particular order I updated my motherboard drivers recently, adjusted the USB power plans, set Nvidia Control Panel to run the various Meta .exes on my GPU and not integrated graphics, uninstalled the Meta software and reinstalled and factory reset my Quest 3. I did use the debug tool for Meta to adjust some numbers back when it was working and it made it work better, but today I adjusted them back to defaults and suddenly it worked again. So, I'm not sure if the drivers helped, the factory reset, reinstalling the software, etc, but I'm pretty sure adjusting the debugger back to defaults is what made it start working again... at least for now. I know the debugger isn't the issue for most people so it may have been something else I did IF this issue is actually resolved. I had two play sessions today and they both went perfect.
