That chime noise you're hearing usually means the Quest 3 is repeatedly connecting and disconnecting from your PC via the Link cable. Here are a few things you can try to fix it:
Check the Cable
Make sure you're using a high-quality USB 3.0 cable (ideally the official Link cable or a reliable third-party one that supports data + power). Also, plug it directly into a USB 3.0 port on your PC — avoid USB hubs or extension adapters.
Try a Different Port
Sometimes certain USB ports on a PC don't play nice with the Quest. Try switching to another USB 3.0 port, preferably on the back of your desktop if you're using one.
Disable USB Power Saving
Go to Device Manager > Universal Serial Bus controllers, right-click each USB Root Hub > Properties > Power Management, and uncheck "Allow the computer to turn off this device to save power."
Update Everything
Make sure your Quest 3, Oculus software (Meta Quest app), and graphics drivers are all fully updated.
Use Air Link Temporarily
If you can’t get it stable right away, try using Air Link as a workaround. It works surprisingly well on a good Wi-Fi connection.
