I have about 15 devices connected to the router. However, many of those devices either transmit data very seldom or transmit very low amounts of data. Keep in mind this router can support three TV's streaming movies at the same time (although only happens when testing the network). The load is not heavy at all. And I can get over 900Mbit download and 180Mbit upload speeds.
So, I know it's either something in the TP-Link router configuration, or something at the ISP. I have not contacted the ISP yet.

Also, what country are you in, and are you using a VPN?
I’m in the us. Was not using vpn. Never solved it. Sold the headset and bought a pimax crystal light. Not wireless but no problems using and much more clear graphics than the quest.
I too have the same issue with my Asus router. Did you ever arrive at a solution? Thanks in advance/
Never resolved it. Sold the headset and bought a pimax crystal light. Not wireless but beautiful image quality and no technical issues.
