Thanks for posting into our forum. We noticed you're having some problems using the Link app as it says it's blocked, and we'd like to try and help out! So if this is in regards to a parent managed account for a user between the age of 10-12 (or 10-13 in Spain, South Korea or Quebec), this account will be unable to access Link features as this has been intentionally cut off until users are 13 (or 14 years old in South Korea, Spain, or Quebec) in order to keep our younger users safe from any harmful content.
If the account in question falls into the approved age group of your region and is still being supervised by a parent account, the issue may be that the access hasn't been granted yet for the user to start using their account on the Link app. In order to change this, you'll be able to access the parental settings on the supervising account and you'll see a setting to approve access for the Quest Link.
