rare registration loop

My Meta Quest is stuck in a device registration loop after a factory reset.

The Meta Quest app shows a device with a new device ID, but the Meta website shows no device at all.
Because of this, I cannot link my account and I keep getting the following error:

Error 1675012
Operation: OCDeviceProfilesManagerSurfaceQuery
Message: Device ID must be specified explicitly

I need my device IDs manually cleared and re-registered.
This cannot be resolved on my side.
