Request Support – Oculus Setup Installation Failure on Enterprise Laptop (Meta Quest 3 – VR/AR POC)
We are using organization-managed laptops that are fully secured with Zscaler, endpoint protection, and strict Group Policies. As part of our VR/AR POC using Meta Quest 3, we attempted to install the Oculus Setup application downloaded from the official Meta website. During installation, we encountered multiple issues. Even after whitelisting meta.com, Zscaler continues to block the installation process. To proceed, we disabled Zscaler temporarily and attempted the installation using an admin account. The installer starts and downloads components but fails at the final stage with the message: Installation failed – please contact Quest Support.
We analyzed the Oculus installation logs and found that the setup is rolling back and deleting files due to an exception. The log shows the error: System.Security.AccessControl.PrivilegeNotHeldException: The process does not possess the 'SeSecurityPrivilege' privilege which is required for this operation. This indicates that certain security privileges required by the installer are restricted by our organization’s Group Policies and endpoint protection rules.
We shared the issue with our IT team, and their findings confirm that OculusSetup.exe performs security-sensitive operations. These include running a WMI query (SELECT * FROM AntivirusProduct), accessing the registry path SOFTWARE\Microsoft\Windows NT\CurrentVersion, and checking local group memberships. These actions triggered security detections such as Reflective Code Loading and Account Discovery. IT also confirmed that the installer is not digitally signed, which causes the endpoint security policies to block the process and roll back the installation. This appears to be the main blocker.
The installation works successfully on personal laptops, which confirms that the issue is specific to our secured corporate devices. To proceed, we request support from Meta to provide the full list of domains, URLs, redirects, and CDN paths that need to be whitelisted for Oculus Setup to install correctly. We also request clarification on the root cause of the SeSecurityPrivilege error, why the installer triggers reflective code loading alerts, and whether a digitally signed version of OculusSetup.exe is available.
Additionally, we need guidance on the required Group Policy exceptions, endpoint security exclusions, and system privileges needed to complete the installation on enterprise laptops. We have attached both the Oculus installation logs and the system security logs for review. We kindly request Meta’s assistance in helping us identify the necessary whitelisting, policy exceptions, and installation prerequisites to proceed with this VR/AR POC.
