Trouble pairing controller

I'm trying to pair a new oculus quest 2 controller, but my vr is factory reset and i can't re-login because I only have one working controller right now. I also can't access the "Controllers" button on the Meta Horizon app because the owner account has been deleted so I can't transfer the owner title to my new account. What do I do to pair my controller?
