Try setting Edge to be your default web browser in Windows.
Also, some people had success by using a VPN because Facebook etc was blocked in their country.
Also, make sure c:\Program Files\Oculus\support\oculus-client\OculusClient.exe isn't getting blocked by a firewall, VPN, or proxy server, and ensure that any DNS-based ad blockers (like pi-hole) are allowing all Meta and Facebook hosts.

Try if you can login to your account on the webpage..... before opening the link app.

If this works, let that window open, then open the link app and try to login.
This sounds weird, but it worked once for me.
I admit....... this might be just coincidence🤷♀️
