Unable to connect controllers to headset

I just got a metaquest 3 headset replacement but it was only the headset that had problems so it did not come with replacement controllers considering I already had good controllers. But the headset is forcing me to connect controllers to continue the setup but I can't connect the controllers without the headset either being already set up or connected to the mobile app which I can't set it up yet cuz no controls are already connected and I can't use the mobile app until it gets set up which I can't. So I don't know what to do
