Unable to setup new meta quest 3

So I just bought a 3s the other day ago, fully charged it and followed the instructions that were in the box to initially set it up. When I first turned it on it took me to the passthrough mode with 3 dots just in the center blinking. I never got the initial setup screen where It walks you through the controllers, language selection, etc. I tried downloading the app to see if I had to do that but nothing. I tried force restarting it and hard rebooting it. During the hard reboot I received a no command and from there it would tell me to force restart it again. None of that seems to work since every time I do it and I finally turn it back on it just seems to do the same thing of going into passthrough with 3 dots no letting me set it up.
