Wired and WIFI throttled when Horizon Link opened
Before launching Horizon Link app, My internet speed is 430mbs/14mbs. After launching it is 12mbs/0mbs.

Check your router configuration🤷‍♂️.
Maybe check security / firewall settings in Windows?
Are you throttled across your home network when this happens (ex. cel phone), or just the PC?
