Build Upload Error - Meta Quest Developer Hub

Hello, I've spent the last couple hours trying every solution I can find, and I'm hoping someone here has encountered this issue before. I'd really appreciate any insights!

Since today I can no longer upload my APK. Yesterday it worked without any issues. Now I only get "Build Upload Error - an error has occurred for app id: 2419021912065984 | ||" without further details.

Error Details:
- Error Code: | 1 | (ChildProcess Exit Code 1)
- Even with --verbose flag no additional info
- Shortly before: EBUSY: rdiff.node error (resource busy)

What I've already tried:
- MQDH 6.0.0 → 5.3.1 → 4.4.1 downgraded
- Command line upload with ovr-platform-util.exe
- Bundle Version Code increased multiple times (181 → 185+)
- PC restarted
- MQDH completely uninstalled/reinstalled
- Keystores configured correctly
- Player Settings checked

Technical Info:
- Unity: 6000.2.9f1
- Target API: Android 12 (API 32)
- APK is signed and works on Quest devices
- App normally uploads new builds without issues

Question:
Is this a known issue today? Other developers with the same errors? Is there a Meta server outage?
