Developer Mode toggle still missing on Quest 3 even after account + org both show “Verified”

Hi everyone,

I hope you are well. Although the Developer Dashboard shows that both my individual developer account and my developer organization are Verified, the Developer Mode switch is not visible in either the Meta Quest mobile app (Android) or in Settings System Developer on my Quest 3 headset. Because I need ADB access for Unity/Quest development, I would greatly appreciate your assistance.

Steps I Have Already Taken (in chronological order)

Created a new developer organization in the dashboard and uploaded the required documents.

 

The dashboard now shows:

Account Verification:  Verified

Organization Verification:  Verified

 

Enabled two-factor authentication (TOTP + backup SMS).

Updated the Meta Quest mobile app to the latest version.

Confirmed that Bluetooth and Location Services are ON and that the headset appears as Connected in the mobile app’s Devices tab.

 

Environment

Headset: Quest 3

Phone: iPhone 11

 

Symptoms

Mobile app: No “Developer Mode” option appears under Devices [My Quest 3] Headset Settings.

 

Questions

After both the account and organization are shown as “Verified” in the dashboard, is there any additional hidden verification step?

Could Meta staff check on the backend whether my organization’s status has actually propagated to the Quest 3 serial number mentioned above?

Are there any known issues in the latest Quest firmware (v66) or the current Android app build that prevent the Developer Mode toggle from appearing?

    Yes. I have a 'test' account, which is just another headset account. It CAN NOT turn developer mode on or off. It has to be done from the primary account.

  • Sometimes it takes a reboot of the headset and a few tries. I have had it randomly turn off developer mode on my android. Then I have to try a few times to get it to work again.

    I have also had it forget my headset and I had to re-pair it again.

      I tried restarting several times and waited a few days to see if there was any response from Meta, but the developer mode did not appear.

      The Quest 3 I am using is shared and I am not the owner. Could this be related to the problem?
